“On the very day of launching the HOV scheme, the Senate led no less by Senate President Tito Sotto has called on the MMDA not only to reconsider its HOV scheme but to immediately suspend its implementation. If the MMDA knows what is best for them and the public, we most respectfully urge them to relent.”
This was the statement of Terry Ridon, convenor of Infrawatch PH and former urban poor chief of President Rodrigo Duterte.
Ridon earlier raised concerns on due process violations in the implementation of the HOV scheme, as the new policy was being implemented without the benefit of required public hearings and consultations.
Through Senate Resolution No. 845, several senators had raised concerns that the HOV scheme is not based on a thorough study and echoed Infrawatch PH’s concerns over due process violations.
“We are elated that the Senate has supported our position that forcing the HOV scheme on the public violates due process requirements. We nonetheless should provide the MMDA the opportunity to adjust their policy accordingly in order to avoid further controversy.”
