An infrastructure thinktank urged transport agencies to comply with the court injunction allowing the operations of motorcycle-sharing app Angkas.
“We strongly urge the DOTr and the LTFRB to comply with the order of the Mandaluyong RTC allowing Angkas to continue operating, unless the injunction has been lifted by the Court of Appeals.”
This was the statement of Terry Ridon, convenor of Infrawatch PH and former urban poor chief of President Rodrigo Duterte.
“The problem with LTFRB’s legal position on Angkas as colorum is that it puts to question its very regulation on the TNVS sector in general.”
Ridon, who was previously a member of the House committee on transportation, said TNVS regulation arose not from legislation but only through a regulatory issuance by the LTFRB.

“The land transport law being cited by the LTFRB as the basis for prohibiting Angkas and other motorcycle ride-sharing apps continues to prohibit ‘private passenger automobiles’ to operate ‘for hire’, yet the TNVS sector has already been developing as a reliable mode of transportation for the public. We find no reason to make any distinction now for private motorcycles, when the truth of the matter is that this has been a main mode of transportation for millions of lower income earners in metropolitan areas.”
Ridon meanwhile praised the Metro Manila Development Authority for making a commitment to abide by the ruling of the court, and said he looks forward to the resolution of the court proceedings give way for strict regulation than outright prohibition of the motorcycle-sharing sector.
