An infrastructure-oriented thinktank called on the Philippine Reclamation Authority and local government units covering Manila Bay to heed President Rodrigo Duterte’s commitment to ban reclamation in the area until the end of his term.
“As of today, we are expecting that all Manila Bay reclamation activities at any stage are deemed indefinitely suspended. This should include the Sangley International Airport Project which was recently given a Notice of Award by the Cavite Provincial Government. With the President’s directive, the signing of the Joint Venture Development Agreement with the private proponent should also be suspended.”
This was the statement of Terry Ridon, Infrawatch PH convenor and former House natural resources committee member.
Duterte unequivocal on Manila bay reclamation ban
Ridon said Mr. Duterte’s directive is the second public pronouncement against Manila Bay reclamation projects in two months.
During a speech at the inaguration of the renovated Sangley Airport, Mr. Duterte said, “Sabi ko, (I said) no. No, no reclamation. You wait until the next president… They may look at it kindly at a different lens.”

In an interview with ABS-CBN, Mr. Duterte said, “If it’s an investment to infuse more money into the Philippine economy, it seems to be okay. But the hugeness of the area you are trying to reclaim to me is almost mind-boggling because (of) that entire 10,0000 hectares.”
“But that big, it’s stupefying. Mukhang (Perhaps), I am not ready for that. I am not ready even to say that I will grant it, not in my time, as long as there is no guarantee that the environment will be protected and the health of the people will also be safeguarded,” Mr. Duterte added.
Ridon said pending Manila Bay reclamation projects cover at least six LGUs such as Bacoor, Cavite Province, Manila, Las Pinas, Paranaque, Navotas.
There are also reclamation projects lodged with national agencies and state firms such as the PRA, Philippine Navy and Baseco Rehabilitation and Development, Inc.
The country’s reclamation authority said four projects have been given notices to proceed, namely the Navotas City Coastal Bay Reclamation Project, Pasay 360-Hectare Reclamation Project, Pasay 265-Hectare Reclamation Project, and the Horizon Manila 418-Reclamation Project.
“We are expecting that these projects will similarly be suspended indefinitely until the end of the President’s term,” Ridon said.
